POTD: Aim Small Miss Small In Taiwan

Chen Lee, aka SMG LEE, recently shared this photo of a target that he saw in Taiwan. According to my wife, the top right says “Holding gun mode, Half Person target”. The bottom right says “Made by Security Police Number 1 Team”
The target zones are interesting. The 10 ranked zones are the forehead, center mass and the groin. Although I am unsure as to why the center mass region has a tiny circle with a larger area around that also ranks a ten. Makes the smaller one superfluous.
The gun wielding ninja seems to be an odd choice for a target, but apparently shooting them in the reproductive region scores big points.
