<p>In the above photo you can see the new thumb safety. It simply prevents the trigger from being pulled back when it is engaged, very much resembling the SKS safety. One of the problems with the AK rifles is that it is slow to disengage the safety. This safety allows the operator to disengage the standard safety and put the rifle on semi or full auto mode, but reduces the chance of an accidental discharge.</p>

<p>The pistol grip has been updated and made more ergonomic.</p>

<p>The dust cover now features a rail for optics. To prevent a loss of zero when opened, the dust cover features a lever to lock it in place. The cover does detach from the gun but instead it hinges just in front of the rear sight.</p>

<p>The butt stock now stores the cleaning rod. <del>It appears to have a slot cut in it for a sling, as well as the standard sling swivel</del>. <strong>UPDATE:</strong> The slot exists so that a recoil pad can be attached. (Thanks Johnny for the correction).</p>

<p>Bottom rail and a side rail.</p>

<p>While many of these modification are not pretty, they all seem like good ideas. In Iraq and Afghanistan all the allied forces are issuing optics (expect, of course, the cash-poor indigenous troops). I am sure the Russian Army does not want to fall behind everyone else and Izhmash does not want to lose sales to because their current stable of rifles lacks a decent rail system for optics and accessories.</p>

<p>Izhevsk owns the designs and trademarks of many different guns including:</p>

<ul>
<li>AK-47, AK-74, AKM and AK-100 series.</li>
<li>SVD Dragunov sniper rifle.</li>
<li>Tigr rifle (civilian SVD).</li>
<li>Saiga rifles and shotguns.</li>
</ul>

<p>I asked Max Popenker, well known author and owner of <a href="http://world.guns.ru">world.guns.ru</a>, about the situation. Max told me that the upper management of the company has been absolutely useless for years. He thinks eventually the government will save the company, but he is not optimistic about its future.</p>

<p>If you were thinking about buying a Saiga rifle or Saiga-12 shotgun. <strong>I suggest you buy it right now.</strong></p>

<p>The Goryunov was developed by the Russians during WWII and later copied by the Chinese. It served until the 1960&#8217;s.</p>

<p>I find the armor design strange. It is inclined on a negative angle, deflecting incoming rounds down, instead of up and away from the shooter like tank armor. Anyone want to shed some light on the design decision?</p>

<p>Google Translate is a crude tool at the best of times, but I think they are saying that it was safe because the boat pictured above was 200-400 meters away from the firing line! I looked up the <a href="http://maps.google.com/maps?ll=54.730365,37.182475&amp;z=18&amp;t=h&amp;hl=en">probable location</a> on Google Earth / Maps and I think at best the boat was 200 meters, probably less.</p>

<p>According to Hatchers Notebook, the classic text on ballistics, a .45 ACP and .38 Special round can reach as far as 1200 yards ( 1097 meters ) if fired at the right elevation!</p>
<p>Am I missing anything that would make this safe? Can any Russian speakers please read the <a href="http://talks.guns.ru/forummessage/46/496307.html">forum thread</a> and let us know in the comments if they were doing anything that made it safe.</p>
<p><strong>UPDATE</strong>: trigger288 says in the comments that the pistols are loaded with low powered rubber bullets, which are only dangerous up to 50m. </p>

<p>To understand the legal history of the AK-47 you need to understand the intellectual property history of the Soviet Union. Contra to popular belief the communists <a href="http://www.llrx.com/features/russiaiplaw.htm">did not oppose</a> intellectual property (IP). Our Soviet comrades were encouraged to think up inventions, they just has to give the invention to the state! After the 1917 Bolshevik Revolution private ownership in general was abolished but IP was overlooked. This oversight was corrected in 1931 when private ownership of IP was banned and the state automatically inherited all rights to inventions. The inventor received some small remuneration in return, presumably only if the invention was used by the state in some capacity.</p>

Fast forward about a decade and a young sergeant named <a href="http://en.wikipedia.org/wiki/Mikhail_Kalashnikov">Mikhail Kalashnikov</a> starts designing weapons for the Red Army. <p>Prior to the recent decision to switch the Iraqi Army over over to the M16 and M4, the US Government was purchasing a lot of AK-47 rifles to supply the fledging Iraqi Army. Russia was not happy about the US purchasing AK-47 clones from manufactures who were significantly under cutting Izhmash. <p><strong>Last Month in Turkey</strong></p>
<p>There was a minor diplomatic incident last month at the IDEF &#8216;09 defense expo when the Russian delegation discovered that <a href="http://www.pof.gov.pk">Pakistan Ordnance Factories</a> had AK-47 clones on display. When confronted the Pakistan stated owned defense manufacture refused to remove the display.</p>
<p>Anatoly Aksenov, a senior advisor to the director general of <a href="http://www.roe.ru/">Rosoboronexport</a> (Russia&#8217;s sole export intermediary), said in a <a href="http://www.mosnews.com/military/2009/04/28/1364/">press release</a> &#8220;Russia will ask IDEF-2009’s administration to impose sanctions on Pakistan’s delegation if the counterfeit weapon is not removed from the booth by tomorrow &#8230; is piracy and we will struggle against it.&#8221;. The Turkish Ministry of Defense, who organized the expo, acted swiftly and the following day the rifles were <a href="http://lenta.ru/news/2009/04/30/pakistani/">removed</a> from display. </p>
<p>According to Mr. Aksenov Turkey is looking to purchase Russian short and medium range anti-aircraft systems, which no doubt gave the Russians much leverage with the Turkish Ministry officials.</p>
<p>The Russian media was quick to point out that the World Trade Organization worries itself with Western music, firms and clothing, but not Russian weaponry. <p>Odd Russia has many <a href="http://www.oddrussia.com/2009/02/its-happen-one-to-billion.html">more photos</a> but no link to the source of the images. It could be true, or it could be a hoax. I think both the French and Russians both used muskets or rifles of caliber between .60&#8243; and .70&#8243; and I do not know enough about the ammunition at the time to say if the mushroomed bullets look authentic.</p>

<p>The AGS-17 Plamya, the auto grenade launcher currently fielded by Russia, is 30mm. The new launcher extends the effective range from 1700m to 2500m and the larger round will of course give it more bite.</p>
<p>It is logical to compare it with the 40mm <a href="http://en.wikipedia.org/wiki/Mk_19_grenade_launcher">Mk 19 Automatic Grenade Launcher</a>. The weight and rate of fire are much the same. The Balkan comes standard with optical sights and the Mk 19 can be fitted with sights if needed.</p>
<p>The ammunition is quite different. The Balkan uses Russian style 40mm grenades that are in a sense caseless. The primer ignites powder, the gas then exists through vents in the bottom of the case. This is similar to the infamous <a href="http://en.wikipedia.org/wiki/Gyrojet">Gyrojet</a> ammunition. Unlike the Gyrojet I think all the grenade powder is burnt before the round leaves the barrel, unlike the Gyrojet which burnt the propellant slowly and accelerated slowly.</p>

<p>The guns on the allowed list are the Beretta 92, CZ 75 and Glock 17. These are all chambered in 9mm Luger/Parabellum.</p>
<p>Previously they had been limited to the <a href="http://en.wikipedia.org/wiki/Makarov_PM">Makarov PM</a> which fires the 9&#215;18mm Makarov cartridge that is more than 30% less powerful than the 9mm Luger/Parabellum.</p>

<p>I suspect this is the first time <span style="text-decoration:line-through;">in the history of the Russian Empire</span> since the Russian Tsar imported the <a href="http://en.wikipedia.org/wiki/Schofield_Model_3">S&#38;W Schofield Revolver</a> in 1880 that officials will be carrying foreign made pistols. Russian ended up canceling a large quantity of their order from S&#38;W and produced clones themselves. Thanks to <a href="http://twitter.com/brno223">Brno223</a> for the correction.</p>
<p><strong>UPDATE</strong>: Supernaut let me know in the comments that the internal security police have been using Glocks and other European firearms in a limited capacity for a while now.</p>

<p>The rifles in this series share a number of innovations that were introduced to the models AK-47, AK-74 and later. <p>The conversion to a bullpup configuration is straight forward. Initially I was confused by what appears to be a double set trigger but after looking at the below diagram is seems to be a simple safety that prevents the trigger from moving.</p>
<p>If you have ever wondered how bullpup rifles work then take a look at this cutout. I have annotated the diagram so that it is comprehensible by those with less technical knowledge of firearms. The parts needed to move the trigger forward, the trigger linkage, are plain to see.</p>

<p>Another interesting feature of this rifle is the built in suppressor. This probably prevents it from being imported into the US and any another other country that regulates suppressors. The Gamo Whisper, which also includes a built in suppressor, is <a href="http://www.pyramydair.com/blog/2007/11/testing-gamo-whisper-part-4-scope-rifle.html">apparently legal</a> because its&#8217; suppressor is made from plastic and would be blown up by the gas from even a .22 LR cartridge.</p>

<p>I prefer the P90 inspired stock, although the pistol grip looks a bit square.</p>

<p>The round is one of many Russia piston silenced rounds. The gas from the primer propels a piston (I doubt they contain any powder) which in turn propels a 123 grain bullet at 490 fps generating 66 lbs of muzzle energy. This is significantly less energy than a High Velocity .22 Long Rifle (130+ lbs). The piston then locks in the gas preventing muzzle noise.</p>
<p>The bullet itself is similar to the 7.62&#215;39mm (AK) bullet. In theory this is supposed to fool investigators into thinking the victim was shot by a conventional rifle. This may have worked when the cartridge was classified but any modern forensic expert would not be fooled by a rifle bullet that clearly left the muzzle slowly and had very poor penetration.</p>
<p>A combination of very low power and a relatively large caliber bullet means the round is not capable of much apart from gangland style executions as demonstrated in the recent assassination.</p>
<p>JamesTown.org <a href="http://www.jamestown.org/programs/edm/single/?tx_ttnews%5Btt_news%5D=34268&amp;tx_ttnews%5BbackPid%5D=27&amp;cHash=8e4870a6fb" rel="nofollow">reports</a> that in September another Chechen was assassinated in Turkey:</p>
<blockquote><p>On September 6 Gazhi Edilsultanov, a former Chechen colonel, was gunned down in Istanbul reportedly during a dispute over financial aid being collected in Turkey for Chechen separatists. Edilsultanov was the head of the Chechen refugee camp in Istanbul</p></blockquote>
<p>It is suspected that the killing was not a robbery but an assassination:</p>
<blockquote><p>Perhaps, however, the story of killing Edilsultanov for the €50,000 was not true, and the suspects invented the money story to cover up the fact that the murder was committed by Russian intelligence.</p></blockquote>
<div>I would be surprised if Russian intelligence are still manufacturing the pistols themselves. Ammunition on the other hand is relatively simple to make. I am sure with a lathe and reloading press any competent machinist could manufacture the SP-3 cartridge.</p>

<p>During the interview Kalashnikov says he gets a lot of hate mail asking how he sleeps at night. He says it is politicians not guns that kill people. Well said! I have seen many interview of Kalashnikov over the years.</p>

<p>It uses a very clever system. A small rocket is launched from a secondary tube (mounted on the side of the main tube) moments before the 105mm PG-30 round. The smaller caliber round activate the active protection system early (and possibly detonate reactive armor) allowing the PG-30 round to smash through the armor plating. A simple and clever idea.</p>

<p>Reasons cited are increased gang violence (seems police use this line all over the world) and the potential for ricochets and over penetration of the 5.45mm cartridge.</p>
<p>The police are too replace the AKS-74U with two submachine guns: The Knight and the PP-2000.</p>

<p>I know very little about the Knight. I know it is made by Izhmash and I would guess by looking at the photo that it will fire 9&#215;19mm Luger/Parabellum and will be able to handle the +P+ Russian 7N31 armor piercing round. The receiver also looks shorter than the AK carbines and rifles. I can&#8217;t make out if it is gas operated or not.</p>
<p>The Knight could be possibly be a redesign of the 9A-91 compact rifle that fired the 9&#215;39mm cartridge.</p>
<p><strong>UPDATE: &#8212;-</strong><br />
Thanks to jdun and R.A.W in the comments I have more information on the Knight. It looks like it was originally known as the AK-9, but this may just be a name given to it in the west. The russian name in the <a href="http://en.wikipedia.org/wiki/Arabic_alphabet">Arabic alphabet</a>, according to <a href="http://world.guns.ru/smg/smg97-e.htm">guns.ru</a>, appears to be Vityaz with one model called the Vityaz-SN. The word <a href="http://en.wikipedia.org/wiki/Vityaz">Vityaz</a> means ancient warrior, hence the translation as Knight. It is not clear if the westernized name is used officially. According to <a href="http://world.guns.ru/smg/smg97-e.htm">guns.ru</a> the official product name is PP-19-01 but I am not sure if that is accurate.<br />

<p>The PP-2000 is a cool looking submachine gun. It fires the 9&#215;19mm Luger/Parabellum and can handle both AP (7N31) and armor piercing (7N21) loads. It operates with a telescoping bolt, thereby reducing size, and although it looks like it may be gas operated in the photo, it is not. It uses 20 and 44 round magazines. A spare 44 round magazine can be inserted into the back of the receiver and used as a stock if the wire folding stock it not attached.</p>
<p>The Baikal Yarygin PYa / MP-443 “Grach” pistol, which I dubbed the &#8220;<a href="http://www.thefirearmblog.com/blog/2007/11/18/ugliest-modern-pistol/">Ugliest modern pistol</a>&#8220;,  will be replacing the Makarov PM. The reasons for this are obvious. Twice the magazine capacity and a much more powerful round. The 9&#215;18mm Makarov cartridge is closer to the .380 ACP rather than the  9&#215;19mm Luger/Parabellum.</p>

Like US police departments the Russian police have been buying cheap military surplus firearms, but unlike US law enforcement this is all they have been buying.</p>
<p>Also unlike US police departments, and like much of the world, the MVD are employed, financed and administered by the central government. I think this arms upgrade, which will cost a fortune, demonstrates Russia&#8217;s new found wealth.</p>

<p>He attributes the rumors to foreign nations trying to undermine Russian power and goes on to encourage Russian law enforcement, who use Izhmash firearms, to punish the rumor spreaders.</p>

<p>It is unlikely Finland would allow arms exports to South Ossetia. It was probably bought on the civilian market and then exported. I cannot imagine that South Ossetia would have many snipers so this is feasible.</p>
<p>Their squad sharpshooters (or whatever they call them in that part of the world) are probably using the SVD.</p>
<p>I cannot make out if it is a TRG-21 / 22 (.308 Win) or TRG-41 / 42 (.338 Lapua or .300 Win Magnum). I have never seen a photo of a 41/42 without a muzzle break, but I think the 21/22 can have the Sako TRG muzzle break attached, please correct me if I am wrong.</p>

<p>The Toz TP-82 has two side by side smoothbore barrels which fire 12.5mm shot shells and flares. The lower rifled barrel fires 5.45mm ammunition.</p>

<p>I imagine the reason they combined a shotgun, pistol, carbine and flare gun was to save weight.</p>
<p>The weapon will not be used in the next space mission (12 October 2007) because the ammunition it uses has has run out.</p>

<strong>The Summery</strong></p>
<p>This report is prepared annually to provide Congress with official, unclassified,<br />
quantitative data on conventional arms transfers to developing nations by the United<br />
States and foreign countries for the preceding eight calendar years for use in its<br />
policy oversight functions.  All agreement and delivery data in this report for the<br />
United States are government-to-government Foreign Military Sales transactions.<br />
Some general data are provided on worldwide conventional arms transfers by all<br />
suppliers, but the principal focus is the level of arms transfers by major weapons<br />
suppliers to nations in the developing world.</p>
<p>Developing nations continue to be the primary focus of foreign arms sales<br />
activity by weapons suppliers.  During the years 1999-2006, the value of arms<br />
transfer agreements with developing nations comprised 66.4% of all such agreements<br />
worldwide.  More recently, arms transfer agreements with developing nations<br />
constituted 65.7% of all such agreements globally from 2003-2006, and 71.5% of<br />
these agreements in 2006. </p>
<p>The value of all arms transfer agreements with developing nations in 2006 was<br />
nearly  $28.8 billion.  This was a  decrease from $31.8 billion in 2005.  In 2006, the<br />
value of all arms deliveries to developing nations was $19.9 billion, the lowest total<br />
in these deliveries values for the entire 1999-2006 period (in constant 2006 dollars).<br />
Recently, from 2003-2006, the United States and Russia have dominated the<br />
arms market in the developing world, with the United States ranking first for 3 out<br />
of 4 years in the value of arms transfer agreements, with Russia ranking second for<br />
3 out of these same four years.  From 2003-2006, the United States made $34.1<br />
billion in arms transfer agreements with developing nations, in constant 2006 dollars,<br />
32.4% of all such agreements.  Russia, the second leading supplier during this period,<br />
made $25.8 billion in arms transfer agreements, or 24.5%.  Collectively, the United<br />
States and Russia made 56.9% of all arms transfer agreements with developing<br />
nations during this four year period. </p>
<p>In 2006, the United States ranked first in arms transfer agreements with<br />
developing nations with $10.3 billion or 35.8% of these agreements.  Russia was<br />
second with $8.1 billion or 28.1% of such agreements.  The United Kingdom was<br />
third with $3.1 billion or 10.8%.  In 2006, the United States ranked first in the value<br />
of arms deliveries to developing nations at nearly $8 billion, or 40.2% of all such<br />
deliveries. Russia ranked second at $5.5 billion or 27.7% of such deliveries.  The<br />
United Kingdom ranked third at $3.3 billion or 16.6% of such deliveries.<br />
In 2006, Pakistan ranked first in the value of arms transfer agreements among<br />
all developing nations weapons purchasers, concluding $5.1 billion in such<br />
agreements.  India  ranked second with $3.5 billion in such agreements.  Saudi<br />
Arabia ranked third with $3.2 billion.</p>
